Integrated Digital Transformation Platform for the Nigerian Association of Chambers of Commerce, Industry, Mines and Agriculture (NACCIMA)
1. Introduction
The Nigerian Association of Chambers of Commerce, Industry, Mines and Agriculture (NACCIMA) is the apex body of Nigeria’s organized private sector, serving as the unified voice of over 70 city, state, bilateral, and sectoral chambers across the nation. Since its establishment in 1960, NACCIMA has been central to Nigeria’s economic transformation, regional integration, and global trade competitiveness.
In line with its 2025–2030 Strategic Plan and resolutions of the 2025 Executive Committee Retreat, NACCIMA is prioritizing digital transformation to enhance advocacy, strengthen economic diversification, empower members (especially SMEs) and promote sustainable development in Nigeria.
NACCIMA invites proposals from qualified technology and consulting firms (including consortia) with expertise in large-scale digital solutions, trade facilitation, and capacity building. Proposals should demonstrate strong local integration, sector experience, and sustainability strategies for the design, development, and implementation of an Integrated Digital Transformation Platform (IDTP).
2. Project Objectives
The IDTP will advance NACCIMA’s mission to empower Nigerian businesses through advocacy, capacity building, and strategic partnerships. Core objectives include:
Digitalizing NACCIMA Secretariat & Member Services
Establishing Economic Intelligence & Analytics
Launching a B2B Marketplace and Collaboration Platform
Support for SME Export Readiness & Market Access
Deployment of a Digital Maturity Framework
Capacity Building for Chambers, SMEs, and entreprenuers
Integration with the Nigerian Technology Ecosystem
3. Scope of Work
3.1 Secretariat & Member Services
Deploy CRM for membership lifecycle management.
Implement secure online payment and member self-service portals.
Digitize documentation, certification, and knowledge management.
Provide digital tools for chamber-stakeholder communication.
3.2 Economic Intelligence & Data Infrastructure
Establish a central data repository with automated reporting.
Provide customizable dashboards and real-time analytics.
Incorporate survey, polling, and market intelligence mechanisms.
3.3 B2B Marketplace & Collaboration Tools
Build an online marketplace connecting businesses, chambers, and investors.
Integrate matchmaking modules for trade and investment partnerships.
Develop digital showcases for export promotion.
Enable secure communication and collaboration for innovation teams.
3.4 Export Support & Trade Facilitation
Deliver e-learning modules on export readiness, compliance, and trade negotiations.
Provide sectoral, market, and trade analysis tools.
Automate export documentation and certification processes.
Integrate with international digital trade infrastructure (e.g., e-Certificates of Origin).
3.5 Digital Maturity & Capacity Building
Conduct digital maturity assessments for chambers and SMEs.
Design tailored transformation pathways and action plans a.
Provide upskilling programs for chambers, SMEs, youth, and women entrepreneurs.
Integrate with Business Development Centres (BDC) for training and mentorship.
3.6 Policy, Advocacy & Global Integration
Develop tools for evidence-based advocacy and annual economic reports.
Strengthen platforms for policy dialogue and stakeholder feedback.
Facilitate integration with AfCFTA, D-8, and other international corridors.
3.7 Sustainability & Local Integration
Propose viable business models for platform sustainability.
Embed capacity transfer to NACCIMA IT and business teams.
Ensure strong local content via partnerships with Nigerian tech providers.
Identify resource mobilization opportunities, PPPs, and donor engagement.

This RFP presents a unique opportunity to partner with NACCIMA in shaping the future of Nigeria’s business ecosystem for enhance competitiveness and sustainable growth.
NACCIMA hereby invites qualified firms with at least five (5) years of proven experience in digital transformation, ICT systems development, and trade facilitation platforms to submit proposals for the design and implementation of an Integrated Digital Transformation Platform.
Eligibility and Qualification Criteria
Interested firms or consortia must meet the following minimum requirements:
