The Nigerian Association of Chambers of Commerce, Industry, Mines and Agriculture (NACCIMA) hereby invites suitably qualified and experienced technology firms to submit proposals for the design, development, deployment and support of the NACCIMA E-Certificate Platform.

NACCIMA is the apex umbrella organisation representing Nigeria’s organised private sector, comprising member Chambers of Commerce, trade and business associations, corporate organisations and other private-sector stakeholders across the country.

As part of its trade facilitation mandate, NACCIMA provides certification services that support Nigerian exporters in facilitating cross-border trade and accessing applicable preferential trade arrangements.

In furtherance of its commitment to digital transformation, improved service delivery and the facilitation of seamless international trade, NACCIMA intends to develop a modern digital platform that will automate the export certification process from end to end.

THE NACCIMA E-CERTIFICATE PLATFORM

The proposed NACCIMA E-Certificate Platform is envisioned as a secure, scalable and interoperable digital solution through which exporters and other authorised users can undertake the certification process electronically — from application and submission of required documentation through verification, processing, approval and eventual issuance of certificates.

The platform is expected to significantly improve the efficiency, transparency and accessibility of NACCIMA’s certification services while strengthening the integrity and traceability of the certification process.

A key requirement of the proposed system is that its data architecture and information exchange protocols conform with recognised national and international trade and data standards, thereby facilitating interoperability with relevant government institutions, sister agencies, international trade systems and the Nigeria National Single Window (NSW).

REQUEST FOR PROPOSALS

Through this Request for Proposal (RFP), NACCIMA invites qualified software development firms and technology service providers with demonstrable experience in developing enterprise digital platforms and a sound understanding of national and international trade rules and procedures to submit proposals for the project.

The selected vendor will be expected to undertake the design, development, testing, deployment and post-deployment support of the NACCIMA E-Certificate Platform in accordance with the functional and technical requirements contained in the detailed RFP document.

Among other considerations, NACCIMA will assess proposals based on:

  • Understanding of the assignment and proposed technical approach;
  • Relevant experience in developing comparable enterprise or trade-facilitation platforms;
  • Knowledge of national and international trade processes and requirements;
  • Proposed system architecture, scalability, security and interoperability;
  • Project implementation methodology and delivery capability;
  • Capacity for maintenance, technical support and knowledge transfer; and
  • Competitiveness and overall value of the financial proposal.

EXISTING PLATFORM

Prospective vendors are encouraged to review NACCIMA’s existing certification platform and processes in order to better understand the current service environment and the improvements envisaged under the proposed E-Certificate Platform.

The new solution is expected to build upon lessons from the existing system while introducing enhanced functionality, automation, user experience, interoperability, security and scalability.

Preference will be given to vendors that can demonstrate relevant experience in one or more of the following areas:

Enterprise software development; digital certification systems; trade facilitation platforms; customs and export-related systems; electronic document management; secure digital verification; API and systems integration; payment integration; identity and access management; and other comparable digital transformation projects.

Evidence of successfully completed similar assignments, together with references from previous clients, should form part of the proposal.

SUBMISSION OF PROPOSALS

Interested vendors are requested to obtain/review the detailed Request for Proposal for the NACCIMA E-Certificate Platform, which contains the complete scope of work, functional and technical requirements, proposal format and other relevant information.
