The Nigerian Association of Chambers of Commerce, Industry, Mines and Agriculture (NACCIMA) invites qualified and experienced consultants or consulting firms to submit applications for an assignment under its chamber development and advocacy strengthening initiative.
This opportunity is part of ongoing efforts to strengthen NACCIMA as an effective advocate for the Nigerian economy and to promote the further development of its member chambers through stronger research, structured public-private dialogue, and evidence-based policy engagement.
About the Assignment
NACCIMA is seeking to engage a consultant to support the implementation of a focused institutional strengthening assignment in three core areas:
- monitoring of the NACCIMA Strategic Plan;
- strengthening of the Research Department for fact-based advocacy, policy analysis, and strategic research support;
- development and piloting of practical formats for structured public-private dialogue.
The consultant will also support the development and implementation of evidence-based advocacy strategies on three priority themes:
- improving the ease of doing business in Nigeria through evidence from business complaint and regulatory performance data;
- promoting increased foreign direct investment in Nigeria’s creative and digital economy;
- advancing trade facilitation and market access in the context of informal cross-border trade and regional integration, including ETLS and AfCFTA.
Scope of Work
The selected consultant is expected to work closely with NACCIMA leadership, the Research Department, and relevant stakeholders to deliver key outputs including:
- an inception report and work plan;
- a strategic plan monitoring framework and tracker;
- a functional framework for the Research Department;
- training materials and capacity-building support;
- research and advocacy templates/tools;
- stakeholder maps, issue papers, and advocacy action plans for the three priority topics;
- a public-private dialogue toolkit;
- support to dialogue sessions and follow-up monitoring;
- lessons learned and final reporting.
Who Should Apply
Applications are invited from individual consultants or firms with demonstrated experience in areas such as:
- institutional strengthening of chambers, associations, or business membership organizations;
- policy research and evidence-based advocacy;
- strategic planning, monitoring, and results-based management;
- public-private dialogue and stakeholder facilitation;
- trade policy, investment promotion, business climate reform, or related economic policy themes;
- preparation of policy briefs, advocacy strategies, and institutional development tools.
Experience working with chambers, private sector development programmes, or similar institutional support initiatives will be an added advantage.
